A rise in freak weather events, such as the current cold snap hitting the southern US, could be a permanent feature of a changing climate landscape, creating economic shocks that imperil smaller banks, one of the country’s most senior regulators said today.

The state of Texas, a key producer of oil and natural gas, saw its autonomous power grid fail this week amid an extraordinary winter storm. Extreme temperatures have shut down power plants, leaving millions without heating and water
