US swap dealers are warning that the Basel III endgame proposals will disincentivise the provision of clearing, with operational risk capital charges a particular culprit. Other rules could also place their non-cleared derivatives business at a disadvantage relative to their European competitors.

The Federal Reserve, Federal Deposit Insurance Corporation and Comptroller of the Currency issued a proposed rulemaking on July 27 for a final round of bank capital requirements, known as the Basel III
