Rating outlook attracts complaint

The downgrade of RWE by Moody’s has led to grumbling over whether downward revisions in ratings should be accompanied by a negative outlook. Downgrading a credit and immediately placing it back on negative outlook does nothing to clear up investor uncertainty, argue some bankers.
