One of the many changes that Barack Obama's new administration is likely to introduce is a different way of managing the US Strategic Petroleum Reserve (SPR). Experts expect it to take a more markets-based stance - being more ready to release oil on to the market in the face of soaring prices, rather than only for an actual physical supply disruption deemed a national emergency.
