Attempts to regulate over-the-counter commodity derivatives are not likely to achieve their intended goals, and will instead the cripple the ability of smaller banks to compete in the market, according to Torbjörn Iwarson, senior adviser for commodities at Stockholm-based Skandinaviska Enskilda Banken (SEB).
